1) Nelson Mandela - South Africa’s first black President and one of the world's most beloved statesmen and a colossus of the 20th century when he emerged from 27 years in prison to negotiate an end to white minority rule in South Africa, passed away on 5 December, 2013. South African President Jacob Zuma made this announcement saying "we've lost our greatest son." He was conferred Nobel Peace Prize jointly with FW de Klerk in 1993. He was the second non-citizen and first non-Indian to be conferred with the Bharat Ratna, India’s highest civilian award. 1) Which entity on 3 December, 2013 announced plans to set up a MFIs Credit Information Bureau to enable Microfinance Institutions (MFIs) to secure credit on faster and better terms? - Credit Information Bureau (India) Ltd. – CIBIL (Under this initiative CIBIL is planning to rope in MFIs as members. 1) The 9th Ministerial Conference of the World Trade Organization (WTO) starts on 3 December, 2013 at – Bali, Indonesia (The 4-day WTO Ministerial Conference is being held from 3 to 6 December. The Ministerial Conference is the topmost decision-making body of the WTO, which usually meets every two years. It brings together all members of the WTO, all of which are countries or customs unions. The Ministerial Conference can take decisions on all matters under any of the multilateral trade agreements. The World Trade Organization (WTO) deals with the global rules of trade between nations. Its main function is to ensure that trade flows as smoothly, predictably and freely as possible)

2) Which state became the first one in India to introduce PVC Electoral Photo Identity Card (PVC EPIC) recently? – Tripura (Tripura introduced the PVC-EPIC on 30 November, 2013. The card was simultaneously introduced in 23 sub-divisions of all the eight districts of the State. The specialty of this card is that it has many scientific security features to prevent duplication, forging and tampering. Unlike the present paper voter's card, the PVC-EPIC has inserted coded information of the elector. The information and government logos of the new EPIC would be visible only in ultraviolet light. PVC-EPIC have been issued as mandated by the Election Commission of India (ECI)

Debit-Card-PIN-Guidelines

1) Which practice has been made compulsory from 1 December, 2013 with regard to use of debit card at retail outlets? – Mandatory punching of debit card PIN number after swiping (This is intended to make bank debit card transactions more secure. In June 2013, the Reserve Bank of India (RBI) had extended the deadline for implementation of mandatory PIN punching at Point-of-Sales (PoS) and merchant outlets till 30 November, 2013 following representation of banks. According to the report of a RBI working group early cases of domestic counterfeit and skimming are being observed as far as debit cards are concerned. Emperor-Akihito-in-India


1) Japanese Emperor Akihito, along with his wife Empress Michiko, arrived at New Delhi on 30 November, 2013 for his 6-day state visit to India. This is the first ever visit of the Japanese Emperor to India and first visit to any South Asian country since he assumed his office. He took over as Japan’s Emperor in which year? – In 1990 (He took over as Emperor after death of his father Emperor Hirohito)

2) Union Cabinet on 28 November, 2013 approved a proposal to create a Legislative Council in which state, with which the number of states with the Upper House would reach eight? – Assam (The proposal to create a Legislative Council in Assam was approved by the Union Cabinet, chaired by Prime Minister Manmohan Singh. Article 169 of the Indian Constitution gives power to the Parliament to create or abolish the Legislative Councils in states. According to the proposal, the Legislative Council will have 42 members. As per Article 171 of the Constitution, the total number of members in the Council of a state having such a House shall not exceed one third of the total number of members in the Legislative Assembly of that state. In the case of Assam, the total number of MLAs is 126. Till date seven states have bicameral legislatures – Andhra Pradesh, Bihar, Jammu Kashmir, Karnataka, Maharashtra, Tamil Nadu and Uttar Pradesh. Andhra Pradesh became bicameral in 2007 while Tamil Nadu in 2010. A Bill to create a Legislative Council in Rajasthan was introduced in Parliament recently and it is pending with the Standing Committee)
