1) U.S. Secretary of State John Kerry and Afghan President Hamid Karzai on 20 November, 2013 agreed on the terms of the bilateral security agreement (BSA) to cover the presence of American troops beyond 2014. This BSA was put in which crucial 4-day assembly of elders which commenced on 21 November, 2013 in Kabul? – Loya Jirga (Loya Jirga is a grand assembly of tribal heads or elders which is usually convened for major events such as choosing a new king, adopting a constitution, or discussing important national political or emergency matters.This Loya Jirga has been convened to discuss the bilateral security pact that defines the role of thousands of U.S. troops who will remain after the NATO combat mission ends in 2014)

2) What are the main points pertaining to non-performing assets (NPAs) of Indian banking sector mentioned in the recently released RBI report ‘Trends and Progress of Banking Report 2012-13’?

Gross NPAs as per cent of gross advances for scheduled commercial banks stood at 3.6% as at March 2013 as against 3.1% previous fiscal

Net NPAs as per cent of net advances for banks stood at 1.7% in FY13 as against 1.3% previous year

As the end of March 2013, the gross NPAs of Indian banking industry stood Rs. 1,94,000 crore. Public sector banks had highest amount of bad loans at Rs. 1,65,000 crore followed by private sector banks at Rs. 21,000 crore and foreign bank at Rs. 7,900 crore

The deterioration in asset quality was most perceptible for the SBI group with its NPA ratio reaching a high of 5 per cent at end March 2013

Deterioration in asset quality in 2012-13 was primarily on account of the non-priority sector

3) Double Nobel-winning British biochemist Frederick Sanger passed away on 19 November, 2013 at the age of 95. Sanger was one of just four individuals to have been awarded two Nobel Prizes. Who are the other three personalities to have won two Nobels? - Marie Curie, Linus Pauling and John Bardeen (Sanger first won the Nobel Prize in 1958 at the age of 40 for his work on the structure of proteins. He had determined the sequence of the amino acids in insulin and showed how they are linked together. That work led to Sanger’s second Nobel Prize, awarded jointly in 1980 with Stanford University’s Paul Berg and Harvard University’s Walter Gilbert, for their work determining base sequences in nucleic acids)

4) Argentine forward Lionel Messi was presented with a record third Golden Boot on 20 November, 2013 for scoring the most goals in Europe’s domestic leagues last season. The 26-year-old helped his team win the 2012-13 Spanish league by scoring 46 goals despite missing several games with a right hamstring pull near the end of the season. 5) The Reserve Bank of India (RBI) on 19 November 2013 directed public sector banks (PSBs) to provide loans to women self-help groups (SHGs) at what rate of interest to avail the benefit of interest rate subvention scheme under the Swarnajayanti Gram Swarozgar Yojana-Aajeevika (SGSY) scheme? – 7% per annum (As per this RBI notification, all women SHGs will be eligible for interest subvention to avail the credit upto 3 lakh Rupees at 7% per annum. SGSY is an initiative by the government to provide sustainable income to poor people living in rural areas of the country)

8) Justice Ajit Prakash Shah today took over as the new Chairman of the 20th Law Commission of India. Justice Shah succeeds Justice D. K Jain who resigned last month to take over as the President of National Consumer Disputes Redressal Commission. Justice Shah started his career as a lawyer at Solapur district Court inMaharashtra and in Bombay High Court. He was Chief Justice of the Delhi High Court. The 20th Law Commission of India was constituted with the Order of the Government of India with effect from 1 September 2012. It has a three-year term ending on 31st August, 2015.

9) Eminent Scientist and Bharat Ratna awardee Prof CNR Rao has become the first Indian scientist to be elected as honorary foreign member ofChinese Academy of Science (CAS). Prof Rao is the first Indian Scientist to be elected to this prestigious academy, which consists of several Nobel laureates and eminent scientists of the world,” Jawaharlal Nehru Centre for Advanced Scientific Research, of which Rao is a founder and honorary President, said.

10) Three Indians are among the six authors who have been shortlisted for the $50,000 DSC Prize for South Asian Literature 2014. The shortlisted works include “The Book of Destruction“ by Anand and “Goat Days“ by Benyamin both fiction translated from Malayalam by Chetana Sachidanandan and Joseph Koyippalli respectively. The third is “Chronicle of a Corpse Bearer“ by Cyrus Mistry. Pakistani authors Mohsin Hamid and Nadeem Aslam have been shortlisted for “How to Get Filthy Rich in Rising Asia“ and “The Blind Man’s Garden“ respectively. Nayomi Munaweera from “Island of a Thousand Mirrors” is the sole writer from Sri Lanka who is in the running for the Prize. This is her first book.

11) Vodafone’s T.V Ramachandran awarded IET honorary fellowship. In recognition of his contribution to mobile telephony in India, T.V. Ramachandran, Resident Director Regulatory Affairs at Vodafone India has been bestowed an honorary fellowship of the Institution of Engineering and Technology (IET). Ramachandran was the first CEO of Essar Cellphone (now part of Vodafone India), one of India’s earliest cellular service providers. He spearheaded the establishment and commercial launch of the country’s largest capacity cellular network in 1995.

12) The Institute of South Asian Studies (ISAS) has signed an MoU with Brookings India, one of South Asia’s leading think tanks. The MoU, signed at the South Asian Diaspora Convention, would have ISAS and Brookings India work collaboratively on areas such as international trade and economics, India-China comparative studies, international relations and India’s energy security options.

13) India and the European Union have inked an agreement to facilitate development and non-discriminatory enforcement of competition laws. The MoU was signed by Ashok Chawla, Chairman of Competition Commission of India, and Joaquin Almunia, Vice-President for Competition, European Union, on the sidelines of the ongoing BRICS International Competition Conference here.

14) India and France will lead a 10- nation global project to study the impact of melting of polar ice caps on climatic conditions of these countries. The ten member countries include the US, UK, Japan, Brazil, South Africa and Germany. India recently got the status of an observer in the eight-nation Artic Council, which will enable it to study the changes in climatic conditions in the polar regions, apart from providing the possibility of exploring the mineral-rich North Pole.

15) Goa Police on Friday filed an FIR against Tehelka Editor Tarun Tejpal, who has been accused by a woman journalist colleague of sexual assault during an event here about 10 days ago. Deputy Inspector General of Police O P Mishra said the FIR has been filed while DGP Kishan Kumar said the crime branch could send a team of officials to Delhi for further investigation. Goa Chief Minister Manohar Parrikar had ordered a preliminary inquiry into the allegations by the girl that she was sexually abused by Tejpal during an event in Goa. 

16) The death toll from Typhoon Haiyan has risen above 5,000. The country's National Disaster Agency says that 5,209 people are now known to have lost their lives, with many more still missing. Haiyan, known as Yolanda in thePhilippines, was one among the deadliest natural disaster in the country's history. Floods in the Ormoc region in 1991 killed 5,101 people.

17) Indian Cricketer Virat Kohli became the fastest batsman to score 5000 runs in one-day internationals when he scored 86 against the West Indies in the first ODI in Kochi on 21 November 2013. Virat Kohli achieved the feat in just 120 matches and 114 innings. He has so far scored 5005 runs, which included 17 centuries and 27 fifties in his short career. In terms of innings, Virat Kohli has equalled the record of Sir Viv Richards of West Indies, who also achieved the feat in 114 innings way back in 1987 but it was Viv's 126th match.

2) भारतीय रिज़र्व बैंक (RBI) द्वारा हाल ही में जारी वार्षिक रिपोर्ट "बैंकिंग प्रवृतियां एवं विकास रिपोर्ट 2012-13" में भारतीय बैंकिंग क्षेत्र की गैर-निष्पादित परिसम्पत्तियों (non-performing assets - NPAs) के सम्बन्ध में महत्वपूर्ण तथ्य/आंकड़े वर्णित किए गए हैं?

भारतीय बैंकिंग क्षेत्र के अनूसूचित वाणिज्यिक बैंकों की सकल NPAs मार्च 2013 के अंत में 3.6% तक पहुँच गईं जबकि पिछले साल यह आंकड़ा 3.1% था

प्रदान किए गए शुद्ध ऋण के प्रतिशत के तौर पर शुद्ध NPAs मार्च 2013 के अंत में 1.7% थी जबकि पिछले साल की इसी अवधि में यह मात्र 1.3% था

मार्च 2013 की समाप्ति पर भारतीय बैंकिंग उद्योग की कुल गैर-निष्पादित परिसम्पत्तियां 1,94,000 करोड़ रुपए थी। इसमें से सार्वजनिक क्षेत्र की बैंकों की NPAs सर्वाधिक 1,65,000 करोड़ रुपए थी। इसके बाद निजी क्षेत्र के बैंकों की NPAs थी जोकि 21,000 करोड़ रुपए थी। विदेशी बैंकों की 7,900 करोड़ रुपए थी

परिसम्पत्तियों की गुणवत्ता खराब होने के मामले में भारतीय स्टेट बैंक (SBI) समूह सबसे आगे रहा तथा मार्च 2013 की समाप्ति पर इसका अनुपात 5% तक पहुँच गया

2012-13 के दौरान बैंकों की परिसम्पत्तियों की गुणवत्ता प्रभावित होने का मुख्य कारण गैर-प्राथमिकता क्षेत्रों (non-priorty areas) का दखल बढ़ना रहा

3) दो नोबेल पुरस्कार जीतने वाले सुप्रसिद्ध ब्रिटिश जैव-रसायनविद (biochemist) फ्रैड्रिक सेंगर (Frederick Sanger) का 19 नवम्बर, 2013 को 95 वर्ष की आयु में निधन हो गया। वे दो नोबेल पुरस्कार जीतने वाली मात्र 4 हस्तियों में से एक थे। सेंगर के अलावा दो नोबेल पुरस्कार जीतने वालीं तीन अन्य हस्तियां कौन सी हैं? - मैडम मैरी क्यूरी (Madame Marie Curie), लाइनस पालिंग (Linus Pauling) और जान बार्डीन (John Bardeen) (उल्लेखनीय है कि सेंगर को उनका पहला नोबेल पुरस्कार वर्ष 1958 में प्रोटीन के ढांचे पर किए गए उनके अनुसंधान के लिए प्रदान किया गया था जिसमें उन्होंने इन्सुलिन में एमीनो एसिड्स के क्रम का पता लगाया था तथा यह भी बताया था कि वे आपस में कैसे जुड़े हुए हैं। इस अनुसंधान ने सेंगर को न्यूक्लिक एसिड्स के क्रम का पता लगाने के अनुसंधान के लिए प्रेरित किया जिसके लिए उन्हें 1980 में स्टैनफोर्ड यूनीवर्सिटी के पाल बर्ग (Paul Berg) और हार्वर्ड यूनीवर्सिटी के वाल्टर गिलबर्ट (Walter Gilbert) के साथ संयुक्त रूप से नोबेल प्रदान किया गया था)

4) भारतीय रिज़र्व बैंक (RBI) ने 19 नवम्बर, 2013 को स्वर्णजयंती ग्रामीण स्वरोजगार योजना (SGSY) की आजीविका सुविधा के तहत रियायती दरों पर वित्तीय सहायता प्राप्त करने के लिए सार्वजनिक क्षेत्र के बैंकों को किस दर पर महिलाओं के स्व-सहायता समूहों (self-help groups) को ऋण उपलब्ध उपलब्ध कराने का दिशानिर्देश जारी किया? - 7% वार्षिक दर पर (RBI द्वारा इस सम्बन्ध में जारी किए गए दिशानिर्देशों में कहा गया कि सभी महिला स्वयं-सहायता समूह रियायती ब्याज दर की इस योजना का लाभ प्राप्त कर 7% वार्षिक ब्याज दर पर 3 लाख रुपए तक का ऋण प्राप्त कर सकते हैं। उल्लेखनीय है कि SGSY केन्द्र सरकार द्वारा ग्रामीण क्षेत्रों के गरीब लोगों को अपने पैरों पर खड़ा करने की एक योजना है)
